A toddler who died after being struck by an out-of-control car in Victoria has been remembered as a “bright, beautiful, and joy-filled little girl”. Three-year-old Heidi, was walking with her mother Liesl along a footpath on President Avenue, in Ocean Grove, about 4.50pm on Friday when a car mounted the kerb and hit her.
